[TOMT] Old pc side-scroller tank/ car game?

Hey guys, I've been racking my brain all night trying think of what this game was called. It was on the PC and i'm gonna guess it was around the year 2000, maybe a few years either side. It was a left to right 2d side scrolling game in which you played as some sort of vehicle, which i believe was a tank but it may have been a 4x4 car. I remember it had quite a simplistic art style and as you progressed through the game, you'd pick up upgrades which made the tank/ car stronger and have better weaponry. I don't remember any enemies, although i'll hazard a guess that they may have been other road vehicles, and as far as i remember the backdrop was just simple houses, they MAY have been just black silhouettes like this http://publicdomainvectors.org/photos/house_nice.png but i could definitely be wrong. I'd be very thankful if anyone remembers this game!
