Build a PC for traveling student

Hey guys,

I want to switch over to a gaming PC but the problem is I'm an international student studying in England. I want to buy a PC that can run overwatch at a very optimal fps with all low settings. I will be buying a laptop soon for college purposes and also a PC to just game with.

Could you guys help me out with a reasonable PC?
