Getting linked to a disabled person's application site

I've been submitting a lot of job applications through the LinkedIn search recently. I've come across a lot of job postings that will link to a disabled person's application site. I'm not disabled, so I can't make an account with them or apply. This seems fairly common. Are there positions just for disabled people? Why don't they link to a application site for everyone to use?
