Have no clue how to do this but thought it would be a cool command

is it possible to create a command that allows two users to put up points against each other like a wager type thing. for example user: !Wager ankhbot 200 ankhbot: !wager accept ankhbot bot: user rolled a 6, ankhbot rolled a 3, user gets 200 of ankhbots points.
