Extreme NA Lag, More Common?

The title says most of the story, as we all know the NA servers are filled with laggers and we've all been there but lately in PvP I've seen a ''new'' lag which I haven't encountered before (as of what I can remember) in my 3-4 years of playing this game.

At first I thought that the enemies might've been hacking but as time has gone I'm getting a bit unsure, most of the ones who were having this lag said that it was indeed lag and not cheats.

This issue doesn't seem to cause any lag between you and the enemy but instead makes the opponent near invincible, this includes you not being able to deal any damage to the enemy or make them flinch (most of the time). At some points your attacks will go through but that's just for a brief second until they get invincible once again.
