[Help] 2 Questions Regarding Cosplay

Right, so in about a month, I'm planning to cosplay as this character: http://orig13.deviantart.net/7b28/f/2016/121/4/9/koutetsujou_no_kabaneri__ikoma_render_by_tsukishima1997-d9yohm2.png

But I have 2 questions regarding the outfit. First, is that a cape he's wearing. I'm not too sure if you would define it as that, but maybe I'm right. Then the second question is if anyone could help me find something that could work as that cape online. Thanks in advance.
