Is AMD behind partially due to being a step behind?

Every generation of CPUs or GPUs seem to release from AMD months after their competitors. Consumers either have to wait and hope for them to deliver on price/performance or just buy from their competition, I doubt many people will buy a 10X0 GPU or newer Intel CPU now and buy from AMD later unless the performance increase is insane.
