[Doctor Who] Suggestions for a Dalek Emperor MOC?

For reference

I've started building the Dalek emperor. Ive more or less got all the pieces for the centre column selected. It's based on a trans clear cylinder and various 4x4 round black pieces (I'm building him in black/grey rather than bronze/brown as I figured pieces would be easier to find)

For the emperor himself I'm thinking Chtulu head with a bit of modelling clay and paint

I'm trying to figure out how to handle the outer section; the three "legs", but none of the ideas I have look quite right. I want to get the shape, angles and bumps as close as I can. I was planning on using 2x2 inverted dishes for the bumps.

Does anyone have any suggestions, for the legs, or any other parts of the MoC?
