I have a problem with the player penalty.

I have terrible internet, because of this I get disconnected from the server pretty often. There is a player penalty that gives you -75% EXP when you leave too frequently in the middle of a match or go afk too often. This was applied to me because I got booted a bunch of matches in a row.I can't actually do anything about this problem, why can't the game differentiate leaving with getting disconnected? -75% EXP is quite a harsh penalty for having poor internet.
