ADC main here, how to deal with support Vel'Koz?

I still have basically a 0% winrate whenever I have to lane against him in bot lane. It's frustrating to just keep dodging skillshots while my lane opponent gets free farm, and if I get hit by a single combo at any point in the laning phase, if he's past 6 he just pushes R and I die, if not I just take a good chunk of my HP as true damage. I do well and outfarm the enemy ADC until Vel'Koz lands a combo, then I just lose lane every single game. Do you guys have any tips you can share that can help me? Since the 6.10 changes to the ult scaling, I've been permabanning him but whenever he gets through I lose the game and I've really not had a fun time these past few weeks.
