Rules clarification

Kind of an odd one here. I was playing a round last week in our league. We've had a ton of rain recently, so all the water hazards are outside the banks. Consequently, the hazard stakes are under water too. I hit a shot left of a green and it came to rest on a patch of 1/2 grass 1/2 water. Basically half the grass was above water and half below. I took some practice swings next to it and water was flying. So my question is, should I have taken strokes on my practice swings? According to course markers, I was outside the hazard. I didn't even think about it until after the hole was finished. We didn't win the hole, so it didn't really matter, but I'm just curious as this week we're supposed to continue getting rain and I could see it happen again. I'm thinking it should be counted as casual water, which I could have taken relief from anyways. But the shot was ok so I went for it.
