HVT'S are bugged? What's up with that?

Although I have logged on/off, reset game and console, and refreshed the console (XBOne) I CANNOT accept any HVTs. Is anyone else experiencing this issue or am I missing something? It's worth noting that have also cleared all districts.

So what's up?
