[TOMT] Cartoon duck who lived with his mom and rode his bicycle across a gray, dreary town map

One of my earliest memories of life is this cartoon that I watched on VHS during the very early '90s. I can't recall any dialogue, accents or plotlines, but I remember it was about a little duck boy who lived with his duck mother. Each episode had a scene where this duck child would ride his bike across a grey, dreary map of the town to get to his destination (and the next scene).

I apologize for the severe lack of details, but I was either in diapers or had just graduated from diapers when I watched this.
