Plans for stamina or some penalty after getting shot?

Hi, I have been searching but couldn't find a dev response on this issue. As the game is now, I notice that there is no form of penalty or stamina decrease or anything when someone is shot. I was playing recently, and shot someone in the upper back. Of course there was no stagger, stamina decrease or anything, he just kept sprinting out in the open, rambo style. Additionally, once shot, some people will do the infamous 180 degree dive, and spray and pray with the machine gun. Are there any plans to have some type of reaction, or something to getting shot? Would such reactions depend on locational damage? Such as arm shot may interfere with aiming for a second, or leg shot affect running? This is interesting dynamic, that would reward tactical play imo, and create more of a fear of running out into the open without someone covering you. Thanks for any response or explanation!
