Los Angeles County List of Rare Pokémon Nests
As of the shuffle on 8/22 I am no longer updating this list. Others have approached / asked about taking over and I'll add links to those when//if it happens.
I'm bumping up against the character limit for this post, so expect some text-trimming going forward.
Q: What is a "nest"?

Note- Jynx spawns in the parking lot, and only there from what I saw, which is odd considering the size of the park. It's not well maintained - dirty, lots of homeless, sketchy neighborhood. I wouldn't come here after dark.

Baldwin Hills Scenic Overlook & Kenneth Hahn State Recreation Area
6300 Hetzler Rd, Culver City, CA 90232
34.017298, -118.383630
Note- Scyther are all over BHSO & Ken Hahn, but not present at Culver City Park. CCP doesn't really have much of interest. At BHSO you can park at the top for $6, or at the bottom on the street. You can also just drive up and down looking for Scyther if you don't want to hike. If you do hike it, make sure you bring sunscreen and Lots Of Water! It's a tough uphill hike with no shade. The view is well worth it though. And, ya know, Scyther.

Habitats & Nests for Evolving Pokémon:
Note- I won't be doing lists for all mons, just the rare/more sought after ones.
Magikarp:
Note- as with all water pokemon, anywhere near water is usually your best bet
Santa Monica Pier, Santa Monica
200 Santa Monica Pier, Santa Monica, CA 90401
34.009606, -118.496812
Note- This is hands-down one of the best places to play PoGo, particularly when it's busy with lots of players. Virtually anything can spawn here, and the real challenge is saving enough pokéballs for the inevitable rare spawns.
Playa Vista Beach
6935 S Trolley Pl, Playa Del Rey, CA 90293
33.956992, -118.451210
Note - This is a continuation of the Ballona Creek Bike Path which stretches from Syd Kronenthal Park in Culver City down to Hermosa Beach. This particular spot is pretty good for Magikarp, but also is just a nice change from the crowded piers.
Manhattan Beach Pier, Manhattan Beach
117 Manhattan Beach Blvd, Manhattan Beach, CA 90266
33.884383, -118.411819
Redondo Beach Pier
123 West Torrance Boulevard, Redondo Beach, CA 90277
33.839621, -118.390783
Note- Also a pretty good spot for Dratini
Shoreline Aquatic Park / Long Beach Pier / Aquarium of the Pacific, Long Beach
100 Aquarium Way, Long Beach, CA 90802
33.761114, -118.196329
Note- GPS coord should put you right between 3 pokéstops which will probably be lured.
Note- This spot is outside the Aquarium so no need to pay, but I recommend visiting the aquarium anyway if you can spare the time and money!
Note-General Admission is $30 so you may want to look for coupons and promotions, which happen on a semi regular basis.

Museum hours are 9:30AM-5:00PM, I've heard the outer gates to the tar pits close at 10:00PM. I don't know what time they open in the morning.
