[help] Fullscreen video shows top and left side of background, cutting off part of video.

Hello all, recently chrome has had this issue where the top and left side of videos from any player (youtube, netflix, hulu, etc.) get cut off, and it shows my wallpaper. I've confirmed that it's chrome, because the issue doesn't happen with full screen videos from any other browser.

It's not an extension issue, because I deleted all extensions, restarted computer, without any change. Haven't done a fresh install yet.

Version 52.0.2743.116 unknown-m

Has anyone had this issue? Any solution?

E: Fresh install, no extensions, scripts, apps, anything running. still present
