What I think should go down for pro-scene improvements:

Short form: ads, commercials, no relegations, expanded minour league, better way to grow upcoming solo queue talent.

Not everything that can be done I am going to say here, just a few points to help League of Legends to grow as a very long term sport, and with being a long term sport will get more up-and-coming talent new players rising to masters/challenger to get notice and placed into a minour league to be tested in a league and team environment. If they prove what it takes and are good enough they get promoted to the majour league and replace those that are under performing. So there will be a constant trading of players between the majour and minour league (and among teams in the majour league) up until a trade cut-off sometime before playoffs of each split.

The minour league will be expanded to match the same amount of teams (at minimum) as the majour league, all teams will be required to have at least 1 minour league that they take care of (even the majour and minour leagues are even then its just 1 team). To help pay and support this system, and of course the big money making majour league players (i.e. LCS, LCK, LPL, etc. be majour leagues), will introduce Ad Banners which will be similar to hockey boards just banners on the walls of the pro-scene summoner's rift (we don't need Ad Banners in our solo queue games) where you can see them whenever the [spectator] camera is currently within that area, so they could be things like McDonalds, AT&T, Rogers, Toyota, etc. whoever is giving money for an Ad Banner can have one (and the more we get the more expensive they become because there is a limited amount of space for them, only so many walls in Summoner's Rift [any wall, not just on the outskirts of the map], greater demand because we created a greater viewership means more money and more people that want in will out-pay someone else for an Ad Banner spot because they want their brand shown to millions of viewers).

Another form of earning more money for the teams can up-keep paying staff and players, and Ad Banner and commercial money should all go directly to the teams by the way, Riot can make money by advertising their own champion skins- and if they advertise skins with a limited time only small code-required discount- then they will make bank off the LCS and from other regions directly from e-sports side of LoL. Commercials will be paid and embedded basically identical to t.v. commercials played during down times only, so no more seeing a timer ever and instead you get ads during those empty intermission periods, so 10mins of ads instead of 10mins of bullshit/nothingness, also if there is ever a long pause in the middle of the game for some reason then its a perfect time for 1-3 commercials break (commercials from a pause and NEVER a pause to player commercials, just to clarify).

Final money making for teams will be Riot selling team merchandise both online and at the LCS studio (LCS/LCK/LPL/LMS/etc...) where most of the money goes directly to THAT team. So if you buy an Immortals jersey for $80 then Immortals gets $60 and Riot gets $20 for an example, probably horrible example of team/Riot share value but I do not care, this is a way to DIRECTLY support your favourite team(s). Obviously merchandise being jerseys, hats, shoes, gloves, mitts, shirts, jackets, mugs, mouse pads, computer mice, plushies (both teddy bears and puppies with a mini version of their jersey and possibly of the players too, like a TSM Bjergsen plushie wearing a TSM jacket!), etc... the list goes on and on with cool ideas to buy.

I guess final point is briefly touch on the no relegations. Teams can still sell their spot if they want out, but with no relegations it will encourage encourage sponsors that are so foreign to the whole gaming and e-sports scene to come in as sponsors and advertisers such as Nike and Pepsi for example, big time brands that have A LOT of money to offer. These are the brands we want because it will mean more money into e-sports and the teams and for the staff and players, removing relegations will make them less afraid to make the jump to invest into LoL e-sports specifically [the scene, not Riot], and even e-sports in general. If a team has been bottom of the standings consistently for multiple seasons in a row and not bring in any profits because fans are not interested in them then that would be the replacement to relegations of being asked to sell your spot for another organization to buy it up and take over.

The new talent will be easier to bring up and better to pursue pro-League of Legends as a career with solo queue as the means to harvest new talent and try them out in the minour league where with changes in places grants them a proper salary, but one that is no where near the price of the majour league obviously since that is where the best players play with and against the best of each region.
