All USB ports aren't working, would appreciate advice.

So I've encountered a problem with my PC and I'm not sure what I should do. As I plugged my iPad in to a USB port I realised it wasn't charging and Windows didn't detect it either. I also realised my mouse and keyboard weren't working either. So I checked device manager and Microsoft (Windows 10) said the ports were fine but they weren't using any power. I reinstalled all the drivers, reset bios (only setting it to default settings not removing the mobo battery) and reinstalled Windows twice and still no power is being supplied to the devices.

I can't of overloaded the ports or anything because I regularly plug my iPad in. Also none of the devices work in bios either so I believe it's a motherboard fault but it's only 2 years old and was working absolutely fine an hour before the incident.

So all USB ports arent functioning at all but Ethernet and ps2 ports are working I've reinstalled Windows and USB drivers I haven't touched the mobo or done anything physical with it. I just don't know what else to do.
