Do I need to be in college of engineering for an undergrad degree in computer science?

I was wondering if I had to go to the college of engineering to get a bachelor degree in computer science (or some form of computer engineering). I really hope I could do so through general admissions, and if it is through the school of engineering, is it possible to transfer after being in general admissions for some time? I am in state if that helps at all, planning to enter as a freshman next fall.
