15 month old. Is a pillow an option?

My 15 month old likes to have a blanket in the crib. For the last two weeks, when I get the morning started, I notice the blanket is wedded up at the head of the crib. I notice my 15 month likes to rest on the blanket. SO is suggesting a pillow. Form what I see, under 2 years old is still a no for pillows. Is that a hardfast rule or does it depend on the kid? What are some brands you'd recommend? Was thinking of making the pillow myself for no other reason than sentimental value. Is that safe? Or should I just plunk down 10 bucks and get one from Target?
