Interested player- can anyone answer this for me?

Will the creators allow mods to make changes to the world's? Such as using the ore and items for other things, like building a home base, town, empire?

I've watched gameplay for about an hour, and if I could cultivate my own civilization eventually, I feel this game could have the potential for that. I'd Is anyone else interested in this?
