Best time of day for Coronado

Is there a particular time of day that is best at Coronado? I have been down there on 4 separate occasions for two-three hours at a time, but never caught anything but first stage evolutions and Golduck (5 of them). I am always there around 2-5pm, and staying down there after dark is not easy for me. Only really hoping to get a Lapras. Is there a better pace to go around 2-5pm to get a Lapras spawn? Has anyone ever seen Lapras spawn in Coronado before 5pm?
