Anyone else think Cox talked about the chief of surgery position wanting turk to apply?

So, watching Season 8 Episode 16: My cuz

Cox walks right up to Turk and Carlia, in a bit of a classic Cox bit saying he was going to hire a monkey to be the new chief of surgery.

However, even for Dr. Cox, to me, it seems a bit random. It was unprovoked (not like anyone asked) and just felt a little forced. Now, wouldn't it be interesting if Dr. Cox actually was doing this, and all the torture was the "job interview" as Dr. Cox wouldn't be him without making Turk jump through hoops. He would never just hand him the job.
