Nether Weather: Fire Rain
First off, the rhyme in the title was unintentional.
Basically, Fire Rain would be a somewhat rare occurrence. Not super once in a lifetime rare, but about twice as rare as rain in the Overworld. It has a few special abilities as well.
-
It sets the player on fire.
-
It slowly disentegrates Overworld blocks.
-
It makes Nether mobs more active (ex. Ghasts shoot faster, Pigmen have a rare chance to be hostile, etc.)
However, the real trouble is with the Nether Hurricane.
The Nether Hurricane only spawns over lava oceans during Fire Rain. It can suck players into its fiery vortex, as well as suck up weak blocks (Netherrack, dirt, sand, etc) and constantly throw them around and rearrange them.
Fire Rain and Nether Hurricanes can also be summoned with commands in the Overworld without lava, for any pyromaniac destructive purposes you might have.
