Anyone can fill me in on the Joe thing ? (S3)

I'd like to keep it simple rather than "he was an asshole", because most sources on his side aren't available anymore or so it seems.

I've clearly seen that Tommy and Joe didn't get along for the whole episode but i read things about Joe struggling with medications and such ?
