aib student loan questions

Ok ive never applied for a loan before, im only going into my second year of college but since the summers ended ive been short on an income and havnt tried too hard to get a job, aib are offering an overdraft of 1000 euro for students with a monthly payment of around 87 over 12 months. My question is if i walked into the bank tomorrow morning and applied for this would they give it to me if:

1. i have no money in my account at the moment
2. tell them i will have a job during the college year.

How long would it also take for them to approve this could they literally tell me on the spot yes or no ?
