[Market Socialists] How will you prevent private MoP from appearing in your system? What action will be taken if private MoP does manage to appear?

The more free association the market allows, the more vulnerable it is to having private MoP arise. In market socialism, how will private MoP be deterred and what kind of mechanism will be deployed to dismantle any private MoP that does manage to appear? How will this mechanism be funded/staffed?

MarketSocistan will surely have a mechanism to resolve car accidents and solve murder cases, so how will private MoP be dealt with?

And if you are actively stopping all instances of private MoP, isn't your market by definition at least somewhat planned, and not so much free?
