am I high (I am) or was this on purpose

I bought an el cheapo bong for $40 at a head shop, it has a weird "feature" I guess you could call it, but I have no idea if this was on purpose or just amazing coincidence.

There is a diffuser in the neck, so the neck and the bottom are seperate chambers, so they have to be filled and emptied from different orifices.

However, if I fill my neck to the brim, it will drain the perfect amount from the top (that makes sense), but will also fill in the perfect amount of water for the bottom, just enough to cover the holes from the diffusing slats on my downstem.

Are they all like this or do I own some cheaply made snowflake?
