Parking Ticket Site and Phone Not Working?

I got a parking citation for parking outside my apartment on a street sweeping day (not contesting this- totally happened), and I'm trying to pay it before it gets more expensive. Problem is, the website (https://pci.etimspayments.com/pbw/include/oakland/input.jsp) doesn't work, the pay by phone number (1-800-500-6484) doesn't seem to exist, and the Oakland Parking Citation Center phone number (510-451-0423) seems to be disconnected (I know they close at 4:00, I've been calling since 3:00). Is anyone else having this issue? I'm not in the Bay right now so I can't pay it in person and don't have any checks with me so I'm not sure what to do.
