Elgato Capture question...

Hey guys! Just wondering as I'm looking at buying an Elgato capture device to record my PS3/PS4 gameplay.. I have been avoiding recording through a capture device in a PC as that's not an option for me due to the fact I have a low end PC.. Does this need much of my computers processor? Are there issues on low end PCs? Can I have it going to the TV while recording? Also is there a better brand that's more affordable?
