At what MMR does jungle LC stop working?

I know people love to meme about how horrible and game losing jungle LC is, but the truth is, at my MMR and below (3.1k), a fast level 6 into smoke ganks, a blink dagger, and full tank items is all you really need to win most games. Thoughts?
