juno 199 speed, galleon 198 speed. Galleon moves first. Why?

Title says it all. Galleon has 8 more base speed than Juno but i cant see why that would make any difference. I tested this in arena for 4-5 games now, and atleast in the last 4 Galleon moved first. If im not mistaken Juno did move first in the first game though.

TLDR: confused as to what is the problem in relation to title.
