Not-at-fault car accident, filed claim with his insurance company (which is also mine), he isn't responding.

A few weeks ago, a guy backed into my car dinging/scratching the side of mine, his car was totally fine. No police report was filed, we just swapped insurance info. I called to make a claim against his insurance (AAA) on August 2nd. His insurance adjuster called me to give a recorded statement on August 4th, and then called him to get his statement, but he never replied. He has 30 business days from the initial claim date to respond, and the adjuster has contacted him 2x a week (that's the max she can do) every week, to no response. If he doesn't reply, then AAA will be forced to deny my claim against his account, and I would have to open a claim on my own account and pay the deductible myself.

What can I do to make him give a response? How is this legal for him to basically ghost my claim?? Thanks for any input!
