[DIPLOMACY] Defcon Two

A message from the Pakistani Ministry of Defence,

We have decided to go into Defcon Two on account of Aggression reaching our nation at an all time high. Our nation has no choice but to bunker down. We have called all of our military to the defence of Pakistan and have placed our reserves on temporary duty to immediately build bunkers.

We have decided to put military at full capacity and have began building installations for all anti aircraft units and shelters for our people.

We advise all civilians to bunker into any shelters they can find, we have some government shelters and must advise all civilians to remain calm in these uncertain times.

This will cost $6 billion out of our infrastructure budget but we feel this will allow a better chance of defence for our people. We expect to take this to take 6 months due to our policy on defcon two construction, we will have one half building in the day and the other half at night. We will be at a constant state of construction.
