Suggestion: SCAMMER title to flag players who have been caught scamming before.

There are a lot of issues with scamming in this game, and part of the problem is that people do not receive permanent bans for scamming. This means that after getting unbanned, they can go straight back to scamming people as if nothing happened.

My suggestion would be for players who have been issued offenses for scamming to receive a full caps, bright red "SCAMMER" title which could not be disabled. This would stop people from being able to go right back to scamming or luring after they were caught.

My suggestion would be a giant red
