Cat keeps peeing on the floor

My cat is almost 10 years old now and has only started doing this recently (past 2 years)

He keeps peeing on the concrete where it seeps in and stinks up the whole house...

We have tried getting him a new litterbox (so he now has 2) and placing one of them where he keeps peeing. What can we do?
