Question Regarding Evolving. (No Need to Upvote)

Hi, I'm just wondering for all those who enjoy IV's.

My girlfriend currently has a Charmeleon with 84.4 IV 13/12/13.

She's almost at 100 Charmander Candy. Would you say she should evolve this? Or hold off. It's hard to come across a decent charmander because of the Pokedex Scaling bug. So I was wondering if anyone had any input.
