I can't find any clear info

So If I use my praxis kits from The Mobile Game, breach, and preorder bonus, will I be able to use them again if I start a new game? I've yet to get a straight answer on that, and was hoping someone here could shed some light on the situation? Do I have to beat the game and use some sort of special game restart mechanic? Please help.
