On Windows 10, can't download SteamSetup.exe...

So I just did a clean install of Win 10. I can download other exe files fine but for some reason when I try to download Steam Setup it gets like 3% and then it just hangs forever. Eventually it states that "SteamSetup.exe couldn't be downloaded" or something similar. What gives? Is Steam having issues right now?
