can I use maxus Strengthener under/over nail color?

After reading great reviews on the Maxes strengthener, I gave in and got myself a bottle.

I haven't kept my nails unpolished for so long that I would like to know if I could use 2 layers of the strengthener as a base and apply it over the nail polish color every other day?
