[Socialists] Cows are privately owned and we have no shortage of beef. Fish are publicly owned and we have a shortage of fish. Why?

Cows are largely held on private ranches. We have absolutely no shortage of cows in the food industry.

Fish are largely held in public waters. We have a dire shortage of fish. There are a few exceptions where fish are not so scarce, and that is to be found in waters where at least a semi-private market based approach is tried.

Why do private property ranches produce more supply and more sustainable practices in the meat market compared to public fishing waters?
