Moving out with normal wear and tear

Hey! I'll be moving out of my apartment soon and I'm hoping to get my full security deposit back. The problem is I had a friend in the same building and she was docked for tons of things including small marks on the wall. Because of that I've been making sure I really clean the whole apartment, fill up nail holes, spot paint, and use magic erasers on the wall to get rid of marks.

My question is, is it even legal to dock people for normal scuffs on the wall? I've been searching online and it seems that it landlords can't dock you for normal wear and tear. I'm going to do my best to clean everything to the best of my ability but if my landlord does decide to dock me for things, is it legal? What is normal wear and tear?
