help on a build please

I need help on a build i'm going to use on a new character. I have decided to use Caestus and infuse it with heavy so that it gets A scaling in strength. But i'm not sure what i should put most of my stats into. Should i level strength up to 66 so i can hit 99 when i dual wield it? how much dex should i go for 40 or 60 or maybe something else. I'm guess i should also put points for more health and stamina also. I would really appreciate the help.
