Webtoons.com won't load on my desktop in Windows or Linux, but loads just fine on my phone

It's just this one website I'm having an issue with. On my phone, which is on the same network, Webtoons loads just fine. But on my desktop, in both operating systems, it tries to connect but eventually it times out. I've tried restarting my routers, restarting my computer, changing my DNS, no dice.
