Commonwealth and St George Banks are starting to charge 3% on all $AUD transactions if merchant is based OS
Hi guys, I'm not sure if this has been raised anywhere else. But I saw a post from a friend regarding changes to fees from foreign transactions in $aud. St George had applied a 3% fee in May and were only notifying customers following complaints.

Following this they've updated their terms to specifically state the fee would be charged on any transaction "in Australian dollars or any other currency that is processed by an entity located outside Australia". They also note that it's often unclear where the merchant processing the transaction is located but it's now the customer's responsibility.

I looked into my own bank (CBA) and they've applied the same fee with very similar wording in the past couple of days.

I sought to confirm with the bank that this was true and had only just commenced on the 26th August 2016 to which they have since confirmed.

Unless we've been reading this wrong this means that any purchase online could be hit with an additional 3% bank fee. Looking through my history I can identify a purchase made to Google for a Android device that was outside of Australia and would now have a 3% fee over $20 applied (even though it's charged in AUD).
Has anyone noticed this or have any thoughts on this? At first thought it looks outrageous as it's nearly impossible for an average online consumer to identify where the processing of a transaction would take place ... is there any other way to read this?
