does anyone know how much actual authority ticket inspectors have?

My friend said that if you were to be fined, you can simply wait for the next stop, not say anything, and walk off. They arn't legally allowed to hold onto you, and they have no jurisdiction outside of train/tram stations.
This is the same mate, however, who also talks out of his ass so i'm just wondering how correct he is.
