Brown/dead lawns everywhere?

I'm considering moving up to Vancouver, WA, so I've been driving around looking at property. One thing I've noticed is the majority of lawns are browning or completely dead. Is there a reason for this? Are water prices exorbitant, anything like that? Thanks for any feedback!
