How does one determine a Pokémon's level?

I keep seeing posts referring to "lvl 25 Pokémon" in gyms or how overpowered "lvl 25 Evee evolutions" (specifically Vaporeons) are. So far, I have only been paying attention to my Pokémons' CP when deciding which to place in gyms or which one to keep should I have duplicates.
