[TOMT][TV Episode]Scary Horse Kid

There was a tv episode I caught the tail end of at a friends house ~10 years ago, and from what I can remember there was a disabled boy who was talking to an agent (I think) so it might have Been a crime show and he just started yelling, "HORSIE HORSIE HORSIE HORSIE" it was creepy as a kid and I wanna go watch it now to see if it would still irk me
