How many of the same Pokemon to qualify as a nest?

There's a Pokestop near my work, in range from certain areas of the building, and there are always common Pokemon spawning there - Pidgey, Spearow, Rattata. I'm just wondering how many of the same Pokemon appearing at once would qualify as a nest?
